Nonresident Property Owner Cards

Nonresidents who pay taxes on personally owned real property in Richland County are eligible for a nonresident property owner card.

  • For verification, library staff will check records at the Richland County Treasurer's Office. If the property was purchased after the tax records were updated, you should obtain a tax receipt from the Treasurer's Office showing that taxes were paid on the property within the past year.
  • What is real property? Land and that which is permanently affixed to it. Mobile homes, including those which are located on rented property, are considered real property.
  • Nonresident property owner cards expire annually and can be renewed by presentation of a paid tax receipt or check of the county's records.
