Nonresidents who pay taxes on personally owned real property in Richland County are eligible for a nonresident property owner card.
For verification, library staff will check records at the Richland County Treasurer's Office. If the property was purchased after the tax records were updated, you should obtain a tax receipt from the Treasurer's Office showing that taxes were paid on the property within the past year.
What is real property? Land and that which is permanently affixed to it. Mobile homes, including those which are located on rented property, are considered real property.
Nonresident property owner cards expire annually and can be renewed by presentation of a paid tax receipt or check of the county's records.
