Q What will the bond cost me as a taxpayer?
Estimates indicate the maximum impact on taxpayers to be $12-14 a year for a $100,000 home (owner-occupied).
How many years of increased taxes until the bond is paid in full?
This is now yet known. Once the referendum passes, the Richland County finance staff would consider the many variables and determine the timeframe that least impacts taxpayers.
Once up-and-running, will our taxes increase to cover the ongoing operations of this new branch and the other improvements covered by the bond?
Every effort is being made to maximize existing resources and to ensure that our budget aligns with our strategic plan and supports the needs of our community and our customers. Any expansion or improvement of library facilities is planned with an eye toward enhancing services while keeping operational costs in check. The library’s capital plan - which adds 63,900 square feet systemwide - will only increase the library’s operating costs by $208,424 each year. By adhering to LEED certified building practices, this amount will actually be reduced to $169,524 a year.
Will the fee for out-of-county cards increase if the bond passes?
At this point, this has not been discussed. Fees are reviewed annually based on the library’s annual operating budget.
