  • Library cards are free for Richland County, SC residents and property owners, and $65 a year for most others.
  • Free Education cards are available for K-12 teachers, daycare employees and college students who are currently enrolled in college in Richland County educational institutions. Click here to find out more.
  • Cards are issued at the time of registration. For online registrations, cards will be available when you next visit the library, but electronic resources are available sooner.

Authorized users have full access to the library card record as well as the ability to check out materials on the card. The card holder is responsible for all library transactions and fees incurred by the additional authorized user(s). When checking out materials as an authorized user, photo identification is required. If an authorized user needs to be removed from the account, it is the card holder responsibility to do so by contacting the library.
