Reporting to the CEO, the Chief Administrative Officer (CAO) will lead the day-to-day administrative operations for Richland Library to include finance, human resources, and staff learning functions. Work will involve providing strategic leadership of various departments and programs, directing / providing oversight to assigned directors and managers, advising and consulting on strategy, policy, and practice related to the operations of the Library to improve and enhance existing systems impacting customer and staff experience. The CAO will also serve as a member of the Administrative and Executive Leadership Teams and participate actively in strategic and long-term planning for the Richland Library system.
Essential Functions:
- Directs, provides guidance to, and reviews the work of a total of ten (10) individual contributors and three (3) supervisory employees in order to accomplish operational plans and results
- Plans and oversees workflows and time utilization of staff for assigned business areas; assigns and communicates daily activities and deadlines to staff
- Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data for trend analysis and/or reporting
- Works closely with the Executive Director (ED), Chief Operating Officer (COO), Chief Equity and Engagement Officer (CEEO), and the Planning and Projects Director to ensure daily operations of the library advance the goals of the strategic plan, support an exceptional customer experience, are guided by a commitment to equity, diversity and inclusion and help staff achieve a standard of excellence
- Executes decisions of the ED pertaining to programs, policies, procedures, and plans; acts as a trusted partner to the Administrative and Executive Leadership Teams (ELT) to implement initiatives and develop strategy
- Develops budget estimates and participates in planning and developing the Library’s annual budget, ensuring all funds are expended optimally
- Provides direction to the overall business plan and strategic direction of the organization, ensuring a culture of high employee engagement; recommends to the ED, policies, programs and initiatives to strengthen the administrative and operational functions of the organization
- Collaborates with internal stakeholders and the Library’s contracted legal counsel to ensure all necessary policies, procedures, contracts, and agreements adhere to all local, state, and federal laws
- Develops strategies for recruiting, developing, and retaining an exceptional workforce
- Ensures professional learning and development is a key priority at all levels of the organization; develops and executes programs to ensure employee engagement and growth and provide ongoing opportunities for staff to extend their expertise and develop their leadership potential
- Fosters an atmosphere of trust and teamwork within departments and throughout the Library and develops plans and programs to encourage and nurture the creativity and innovation of staff members
- Represents the Library, by attending, making presentations and/or speaking at internal and external meetings with a variety of audiences, organizations, and agencies
- Follows organizational, County, and public health and safety guidelines and protocols and performs job functions in a safe manner and reports all safety hazards per established policies and procedures
- Attends and participates in staff, and professional group meetings; stays abreast of new trends and best practices
- Greets, engages, and assists diverse customers of the Library in a welcoming, professional, and respectful manner; successfully ascertains individualized needs and/or requirements for each customer
- Learns and consistently applies the Richland Library’s Customer Engagement Standards providing outgoing, genuine, and high-quality customer service to all internal and external customers
- Expands understanding and knowledge by attending workshops, conferences, trainings, and self-directed learning reflective of the organization's mission and Equity, Diversity, and Inclusion (EDI) initiatives
- May be required to work outside of standard business hours, including nights and weekends based on organizational responsibilities and job requirements
Minimum Qualifications:
Bachelor’s in business or public administration, human resources management, finance, or related discipline; supplemented by ten (10) years of experience in operations management, fiscal planning, budgeting, and reporting and developing and/or implementing financial or human resources strategies, programs, and policies, including experience in strategic leadership and project management and at least five (5) years of people management experience; or an equivalent combination of education, certification, training, and/or experience.

Location, Salary & Hours:
Where: Richland Library Main, 1431 Assembly Street, Columbia, SC 29201
Salary: $106,500/annually will be the minimum salary. Bi-weekly pay schedule plus excellent benefits.
Hours: 37.5 hours per week: Monday - Friday (9:00 am- 5:30 pm) with evening, weekend or emergency hours being possible.
Job Classification: Grade 12 (FLSA Status: Exempt)
** Richland Library may change location and schedule of any library job.
