Library cards are free for residents and property owners in Richland County, South Carolina, and just $65 a year for anyone else.

- Apply for a FREE library card online or at any Richland Library location
- Free to all residents and nonresident property owners in Richland County
- Military temporarily stationed in Richland County are eligible for a military library card
- Cards are mailed within two weeks

- Richland County teachers can apply for a teacher library card
